Yahoo said on Tuesday that it would keep a bigger-than-expected chunk of its stake in Alibaba when the Chinese e-commerce company goes public later this year.
That could give Chief Executive Officer Marissa Mayer, who celebrated her two-year anniversary at Yahoo's helm this month, more time to achieve a turnaround that has proven elusive.
"It remains a very large fig leaf," Pivotal Research Group analyst Brian Wieser said of Yahoo's Alibaba stake, which he said "obscures" Yahoo's weak results. "A lot of investors will certainly view it very favorably that they're holding on to more" of Alibaba.
Yahoo missed Wall Street's targets on Tuesday after a 24 percent plunge in online display advertising rates during the second quarter. Executives blamed difficulties selling premium ads to marketers as well as delays in rolling out a new advertising system. It expects to fix the problems over the next one or two quarters, but overall revenue growth remains well below rivals such as Google Inc and Facebook Inc.
Yet the company's stock has more than doubled since Mayer took over in July 2012. Analysts credit the ever-increasing value of Alibaba, of which Yahoo owns roughly 24 percent.
Alibaba is expected to list its shares on the New York Stock Exchange this fall in what could be the largest U.S. technology IPO. Investors value the company, which handles more e-commerce than Amazon.com Inc and eBay Inc combined, at as much as $200 billion.
Now, instead of being required to sell 208 million Alibaba shares in the IPO under the terms of a deal with Alibaba, Yahoo must sell 140 million shares, the company said on Tuesday.
"Anytime you can keep more of an asset that’s growing as fast as Alibaba is, that’s a good thing," said JMP Securities analyst Ronald Josey.
Mayer has improved certain aspects of Yahoo, such as boosting its mobile users, said Josey. But as the Alibaba IPO approaches, investors will increasingly focus on its shaky fundamentals, he said.
Asked if Yahoo paid Alibaba to amend the share sale agreement, Yahoo Finance Chief Ken Goldman told analysts on a conference call that "there is nothing specific that we have done."
While retaining a larger slice of Alibaba might keep investors happy and take the heat off Yahoo's own business, the move is not without its risks, noted BGC analyst Colin Gillis.
If Alibaba's stock price does not fare well after its IPO, as occurred to Facebook in 2012, Yahoo may rue not selling early.
"They have a window to sell and they're choosing not to," Gillis said. "Now they're playing investor on us."
The bank aimed at funding infrastructure projects in developing nations will be based in Shanghai, and India will preside over its operations for the first five years, followed by Brazil and then Russia, leaders of the five-country group announced at a summit.
They also set up a $100 billion currency reserves pool to help countries forestall short-term liquidity pressures.
The long-awaited bank will be called the New Development Bank.
It is the first major achievement of the BRICS countries - Brazil, Russia, India, China and South Africa - since they got together in 2009 to press for a bigger say in the global financial order created by Western powers after World War Two and centered on the International Monetary Fund and the World Bank.
The BRICS were prompted to seek coordinated action following an exodus of capital from emerging markets last year, triggered by the scaling back of U.S. monetary stimulus.
The new bank reflects the growing influence of the BRICS, which account for almost half the world's population and about one-fifth of global economic output.
The bank will begin with a subscribed capital of $50 billion divided equally between its five founders, with an initial total of $10 billion in cash put in over seven years and $40 billion in guarantees. It is scheduled to start lending in 2016 and be open to membership by other countries, but the capital share of the BRICS cannot drop below 55 percent.
The contingency currency pool will be held in the reserves of each BRICS country and can be shifted to another member to cushion balance-of-payments difficulties. This initiative gathered momentum after the reverse in the flows of cheap dollars that fueled a boom in emerging markets for a decade.
BID TO CONTAIN VOLATILITY
"It will help contain the volatility faced by diverse economies as a result of the tapering of the United States' policy of monetary expansion," Brazilian President Dilma Rousseff said.
"It is a sign of the times, which demand reform of the IMF," she told reporters at the close of the summit.
China, holder of the world's largest foreign exchange reserves, will contribute the bulk of the contingency currency pool, or $41 billion. Brazil, India and Russia will chip in $18 billion each and South Africa $5 billion.
If a need arises, China will be eligible to ask for half of its contribution, South Africa for double and the remaining countries for the amount they put in.
China's official Xinhua news agency, citing unidentified sources at the Chinese Finance Ministry, said the new bank would give developing countries a greater say in the international financial order, a theme President Xi Jinping struck ahead of the summit.
The new bank "will promote the global system of economic governance to develop in a just and fair direction," the agency said.
IMPASSE BROKEN
Negotiations over the headquarters and first presidency lasted until the eleventh hour due to differences between India and China. The impasse reflected the trouble Brazil, Russia, India, China and South Africa have had in reconciling stark economic and political differences that made it hard for the group to turn rhetoric into concrete action.
"We pulled it off 10 minutes before the end of the game. We reached a balanced package that is satisfactory to all," a Brazilian diplomat told Reuters.
Negotiations to create the bank dragged on for more than two years as Brazil and India fought China's attempts to get a bigger share in the lender than the others.
In the end, Brazil and India prevailed in keeping equal equity at its launch, but fears linger that China, the world's No. 2 economy, could try to assert greater influence over the bank to expand its political clout abroad. China, however, will not preside over the bank for two decades.
Facing efforts by leading Western nations to isolate Russia for annexing Crimea and stirring revolt in eastern Ukraine, the BRICS summit provided President Vladimir Putin with a welcome geopolitical platform to show he has friends elsewhere, economic powers seen as shaping the future of the world.
The BRICS abstained from criticizing Russia over the crisis in Ukraine and called instead for restraint by all actors so the conflict can be resolved peacefully.
Arizona Rep. Adam Kwasman had just raced to Phoenix from a protest in Oracle on Tuesday over the expected arrival of dozens of migrant children at a shelter.
He tweeted from the scene, "Bus coming in. This is not compassion. This is the abrogation of the rule of law." He included a photo of the back of a yellow school bus.
Kwasman later said he saw the migrant children. "I was actually able to see some of the children in the buses. The fear on their faces.... This is not compassion," he said.

But there was a problem with Kwasman's story: The children on the bus were not migrants, and there was no fear on their faces. The children from the Marana school district heading to the YMCA's Triangle Y Camp, not far from the Rite of Passage shelter for the migrants, at the base of Mt. Lemmon.

While the campers showed up, the bus that Kwasman and other protesters were waiting for -- packed with migrant children -- did not arrive, according to the U.S. Department of Health and Human Services.
The republican committee for television and radio broadcasting has switched off Ukrainian TV channels in analogue and digital formats since Tuesday on instructions from the Council of Ministers of the Donetsk People’s Republic. Instead of them, Russian television broadcasts were restored, the press centre of the Donetsk People’s Republic reported. This decision is in effect on the whole territory of the Donetsk region.
“Russian television broadcasts will be restored soon. Meanwhile, such TV channels as Mult, Russky Roman, Rossiya 24, Nauka 2.0 and Zvezda will be added to the list for broadcasting,” the press centre said.
On Tuesday, the Ukrainian national council for television and radio broadcasting stated about 72 Ukrainian providers in Donetsk and Luhansk regions broadcasting Russian TV channels.
July 10, the Ukrainian domestic broadcasting council urged providers to stop airing pro-Russian programs within a day. Otherwise, “they will be switched off and will certainly bear responsibility,” member of the Ukrainian broadcasting council Olga Gerasimyuk stated.
The Ukrainian domestic council for television and radio broadcasting has earlier mulled a possible lawsuit with the demand to ban broadcasts of several Russian TV channels in Ukraine, including such Russian television broadcasters as TVC International, LifeNews, Russia Today and RenTV.
A broken switch was confirmed as one of the main causes of the Moscow metro crash that killed 23 people and left more than 200 injured, Moscow Mayor Sergei Sobyanin told reporters on Wednesday.
““All other possible causes of the crash will be checked and investigated very thoroughly," the mayor said.
An engine driver who works in the metro told ITAR-TASS that the railway switch mechanism was installed contrary to technical requirements.
“Apparently, this railway switch was not yet connected to the centralized system, therefore, according to the traffic schedule, the engineer was driving the train at a speed of 65-70 kmph,” the source said. Thus, the first car of the train hit a side track, derailed and rammed into the end face of the wall between two tunnels.
Suspects in metro crash detained
Two suspects who may be responsible for the Moscow metro crash on July 15 have been detained earlier on Wednesday, spokesman for the Russian Investigative Committee (IC) Vladimir Markin told ITAR-TASS.
“Investigators of the main IC investigation department today detained two persons suspected of transport safety rules violation (article 263.1, part 3 of the Russian Criminal Code). They are track supervisor of the Moscow Metro State Unitary Enterprise Valery Bashkatov and his assistant Yuri Gordov,” Markin said.
According to investigators, since late May 2014, preparatory work was launched on the stretch between the Park Pobedy and Slavyansky Bulvar stations for installing the rail switch mechanism to putting a new rail section into operation.
“A number of contractors and sub-contractors were involved in these operations. Bashkatov and Gordov were directly involved in this work and were controlling its performance. The work was improperly performed: the rail switch mechanism was fixed by a simple 3-mm wire that broke. This caused the electric train derailment, the death of 22 people and injuries of varying severity to more than 150 passengers,” he said.
According to Markin, the suspects have already been interrogated. “The investigation plans to bring charges against them and select the measure of restraint,” he said.
New York's Data Breach
22.8 million New Yorkers' personal records exposed
Nearly 23 million private records of New Yorkers have been exposed in data security breaches reported by more than 3,000 businesses, nonprofits and governments over the past eight years, New York's attorney general reported.
Deliberate hacking was responsible for 40 percent of the 5,000 incidents, which exposed a majority of the records, followed by lost or stolen equipment, insider wrongdoing and inadvertent errors, according to the report released on Tuesday.
"As we increasingly share our personal information with stores, restaurants, health care providers and other organizations, we should be able to enjoy the benefits of new technology without putting ourselves at risk," Attorney General Eric Schneiderman said. He urged collaboration between industry and security experts so businesses and organizations have the tools to secure data and address the growing, complex problem.
Since 2005, New York law has required breached institutions to advise the attorney general and the individuals when computerized private data consisting of names and account, social security or driver's license numbers were acquired by an unauthorized user. The report noted that it excludes thousands of data breaches involving sensitive information that don't fit under the law's reporting requirements.
The 7.3 million records exposed in 900 security breaches last year cost institutions an estimated $1.37 billion to investigate, rectify and help customers, the report said. They included the two largest so far, both involving retailers, when Target Corp. was hacked, exposing the personal information and credit card numbers of more than 70 million customers nationwide including 1.8 million New Yorkers, and LivingSocial's data was hacked, exposing 4.75 million records of New Yorkers.
Target said it subsequently imposed several security measures with enhanced monitoring, limiting vendor access, streamlining firewalls and resetting passwords.
LivingSocial spokesman Kevin Nolan said none of their customers' credit card data was ever compromised, that the exposed data in 2013 was limited to usernames and encrypted passwords that were useless outside of its system.
While black market sales of private data were cited as the primary motivation for hacking, the report didn't identify New York consumer losses. It cited studies by the Javelin Strategy and Research Group and LexisNexis estimating one-fourth of records lost in data security breaches end up used for fraudulent purposes, often identity theft, which accounted for $24.7 billion direct and indirect losses in the U.S. in 2012, exceeding all other property crimes combined.
For businesses, nonprofits and governments, the report advises identifying the data they require and how it's secured, collecting no unnecessary data and setting expiration dates on collected information, and establishing a security plan with encryption. For consumers, it advises creating strong and different passwords for various accounts, not storing them electronically, carefully monitoring credit and debit card statements, and not posting sensitive information on social media.
As a result of the downtime, the FCC has extended its feedback deadline to July 18. In VentureBeat’s own tests, submissions to the FFC’s “comment filing system” yielded an error. The FCC confirmed the site issues in an official statement [below].

Wall Street is expecting Chief Executive Satya Nadella to make some cuts, which would represent Microsoft’s first major layoffs since 2009.
News agency Bloomberg said on Monday that total job cuts could be the biggest in Microsoft history, topping the 5,800 jobs lost in 2009.
Finnish daily Helsingin Sanomat said on Wednesday Microsoft planned to close former Nokia research and development unit in Oulu, northern Finland.
The Oulu unit employs 500 people, mainly working on software used in basic cellphones. The other half of the cuts would come from other locations in Finland.
Finland is struggling with a severe economic recession. Its economy has already contracted for two years in a row and some analysts expect this year to make it three.

The BRICS countries, namely Brazil, Russia, India, China and South Africa, have called on Israel and Palestine to resume negotiations leading to the creation of a viable Palestinian state that can exist side by side with Israel.
“We reaffirm our commitment to contribute to a comprehensive, just and lasting settlement of the Arab-Israeli conflict on the basis of the universally recognized international legal framework, including the relevant UN resolutions, the Madrid Principles and the Arab Peace Initiative. We believe that the resolution of the Israeli-Palestinian conflict is a fundamental component for building a sustainable peace in the Middle East,” the BRICS leaders said in a resolution adopted on Tuesday at the summit meeting in the Brazilian city of Fortaleza.
“We call upon Israel and Palestine to resume negotiations leading to a two-State solution with a contiguous and economically viable Palestinian State existing side by side in peace with Israel, within mutually agreed and internationally recognized borders based on the 4 June 1967 lines, with East Jerusalem as its capital,” the declaration said.
The BRICS leaders spoke against continuous construction and expansion of settlements "in the Occupied Palestinian Territories by the Israeli Government, which violates international law, gravely undermines peace efforts and threatens the viability of the two-State solution".
Mining and metals company Mechel should remain intact, Russian Industry and Trade Minister Denis Manturov has stated on Friday.
Denis Manturov has added that the Russian government is considering different options of saving Mechel besides budget support and bankruptcy, Russian Industry and Trade Minister Denis Manturov said Friday.
“Financial restructuring of the company is required, but the structure of the debt needs to be defined and the decision will be made after that,” Manturov said, adding that strategic partners need to be sought who would take part in the company's separate projects.
Russia's Industry and Trade Ministry is holding talks with foreign investors on joining various products of Mechel, including the Elga coal deposit in Yakutia in Russia’s Far East, Denis Manturov told ITAR-TASS.
“No one is yet eager to take part in the project [to save Mechel],” Manturov said.
“These may be foreign companies from Eastern Asia, maybe from China, for separate projects, in particular, Elga,” he said, adding that the government set Mechel’s management the task to find partners in Southeast Asia.

Russian metals and mining group Mechel will boost coal sales to China 19% to 7.5 million tons in 2014, Mechel Mining Management CEO Pavel Shtark told reporters Friday.
Sales to Japan will grow by 42% to 1.85 million tons and to South Korea 43% to 1 million tons.
“By now, the share of long-term contracts of Mechel Mining stands at 32%, or at almost one third of all contracts. We are currently negotiating on coal supplies from the Elga deposit mainly with Japanese companies NSSMC, Nisshin, KSL, NCE and JFE,” Shtark said.
Development of Elga deposit
The company will spend 2.5 billion rubles to maintain the Mechel Mining capacities in 2014 and 26 billion rubles more on the development of the Elga deposit, he said.
Mechel may get another tranche of loan on the Elga field development from Vnesheconombank (VEB) in August-September, he said.
Elgaugol, which operates the Elga deposit, earlier signed agreements with VEB on the second and third credit lines totaling $2.5 billion for 13.5 years to finance the first stage of the Elga infrastructure building.
The output plan for Elga in 2014 was reduced to 1 million tons from 2.2 million tons, Shtark said. This year, the company will concentrate on the extension of capacities of the railroad to the deposit, on making the seasonal dressing plant operate year-round and on preparing the power infrastructure, he said.
Shtark separately said that Mechel is in talks to sell Moscow Coke and Gas Plant and Mechel Bluestone in the US. “Mechel Mining has set for sale Moscow Coke and Gas Plant and Mechel Bluestone. We are holding negotiations. There are interested investors, but it is too early to disclose the details,” he said.
Russian Finance Minister Anton Siluanov does not rule out bankruptcy of debt laden metals and mining group Mechel, the minister told journalists during the BRICS summit late Tuesday.
Siluanov said that the government is considering many options, and bankruptcy is among them. “This option can also be considered among others,” he said. “But this word should not be feared. It does not mean stopping the company, firing all people. It means that a new owner should come and manage in a new, more effective way.”On July 11, Industry and Trade Minister Denis Manturov told reporters that the government is considering various options of saving Mechel other than direct budgetary support, and bankruptcy is an undesired option. He said that the government is in talks with foreign investors on entering Mechel, whose net debt stands at $ 8.3 billion.
On July 10, Manturov said that Mechel must improve administrative control to recover financially.
On July 9, state-owned Vnesheconombank CEO Vladimir Dmitriyev said that the bank is not interested in bailing out Mechel.
In June, Kommersant said that Gazprombank, VTB and Sberbank will provide Mechel with a 215 billion rouble loan to help it repay its $8.3 billion debt, but later VTB said it will not give Mechel any money.
“Most likely, this will be done in the second half of the 2020s,” he told ITAR-TASS.

Radical group Hamas rejected Egypt's proposal of a ceasefire with Israel. This was stated by a representative of Hamas in the Gaza Strip. Egypt has announced on Monday an initiative to an unconditional ceasefire between Israel and Gaza. Egypt's proposal includes a halt to all kind of (military) activity.
The death toll from Israel’s air strikes on the Gaza Strip over the week of the Protective Edge operation has reached 177, with 1,280 people receiving wounds of varying severity.
In turn, Palestinian radicals fired 100 missiles from the Gaza Strip on Israel on Monday; 15 of them were intercepted by Israel’s Iron Dome air defense system, the press service of the Israel Defense Forces (IDF) reported.
Overall, since the early morning of July 8, when the active phase of the currently ongoing military operation Protective Edge started, rocket attacks have left 18 Israelis wounded; dozens have been hurt when trying to hide in bomb shelters.
Deterioration of Israel-Palestine relations
Israeli-Palestinian relations grew sour after June 12, 2014, when three Jewish teenagers were abducted in the West Bank. Later the teenagers were found killed. Israel accused militants of the Palestinian militant Islamist group Hamas (Islamic Resistance Movement), which controls the Gaza Strip, of committing the crime.
The operation to search for the teenagers continued for more than two weeks and was accompanied by searches, arrests of Palestinian activists and shellings of the Palestinian territory.
On July 1, 2014, a 16-year-old resident of the East Jerusalem’s Palestinian Arab neighborhood of Shuafat was kidnapped and killed. Six ultra-right Jewish activists were arrested for the crime. The death of the Palestinian teenager caused riots among Palestinians.
On July 8, 2014, the Israel Defense Forces announced the start of the operation Protective Edge in the Gaza Strip against Hamas militants. The IDF made strikes on 50 targets in the Gaza Strip, most of which were launching platforms for rockets. Five Palestinians were killed and some 20 were wounded.
The immediate reason for the operation was that cities in southern Israel were massively shelled by Hamas military wing Izz ad-Din al-Qassam Brigades. According to the Israeli army’s press service, on July 7, some 90 missiles were fired on Israel from the Gaza Strip. As of early July, 450 missiles had been fired since the start of 2014.
Israeli Prime Minister Benjamin Netanyahu ordered the IDF to prepare for a possible ground operation. Israel announced mobilization of 1,500 reservists and sent two army brigades to the border with Gaza.
Since the start of their activity on December 14, 1987, Hamas militants set a course for liberation of Israel-occupied Palestinian territories. The group has made a few dozen terrorist attacks against military and civilian facilities of Israel.
